Mesa that gives shots reflected by 
Shatter Shield a chance to stagger enemies.

Acquisition
- Can be acquired by attaining the rank of General under
Steel Meridian, or the rank of Exalted under Red Veil, and spending 
25,000 to purchase.
Notes
- Stagger chance is affected by Ability Strength, to a cap at 100% at 200% Ability Strength.
- The stagger effect imparted upon reflected shots takes the form of an
Impact proc.

In Update 31.2, we buffed a number of underused Warframe augments. The time has come to continue this work! This batch tackles Warframes from Loki to Rhino (of which there are surprisingly many!). We have increased their viability in missions, which we hope will encourage more build diversity.

Mesa’s Staggering Shield
- Was: Reflected bullets gain a 50% chance of staggering enemies.
- Now: Augment function unchanged, reflected bullet stagger chance now scales with Ability Strength (up to 100% stagger if you have 200%+ Ability Strength).

- Fixed Mesa’s Staggering Shield Augment mod chance to stagger enemies accumulating each time it's cast.
